|Abstract:||The previous invitation to tender has taught Overijssel provincial public transport authorities that transport companies are directed primarily at reducing costs, while customer focus is mainly oriented at authorities. Following an analysis of tender procedures, Overijssel initiates a new tender process design and a different transport company contract relationship; teamwork with incentives.|
