dc.description.abstractThis paper examines the concept of transport disadvantage and how people who are defined as such are ill served by commonly used transport planning processes. The notion of mobility and the difference between need and demand are examined as are the issues of access and equity especially in reference to transport subsidies. Non-mainstream transport solutions such as paratransit or community transport are explored. Transport planning is examined with criticism of some forms of transport modelling with reference to transport disadvantage. Finally a case is made for public participation in transport planning processes and for transport planning at a local level.en_AU
