It deserves scrutiny to determine if it delivers on previous election commitments and to assess how well it reflects the recommendations provided by the National Health and Hospitals Reform Commission, the National Preventative Health Task Force, the National Primary Health Care Strategy External Reference Group, the Council of Australian Governments (COAG) Health and Ageing Working Group, the Maternity Services Review, and reviews of rural health and MBS items.
