Reviewing fifteen government and non-government frameworks, the study finds broad alignment around principles such as child-centred practice, family-centred approaches, cultural responsiveness, and collaborative decision-making. However, frameworks vary significantly in their theoretical foundations, specificity of practice guidance, and implementation supports. The analysis highlights gaps in culturally grounded practice guidance and limited Aboriginal and Torres Strait Islander–led design. The report identifies leadership, workforce development, collaboration, and system alignment as critical enablers of effective implementation.
