This article examines Australia's refusal to ratify the Kyoto Protocol and the domestic opposition to this stance. The federal government's 'no regrets' policy is viewed as providing some benefits but unlikely to meet Australia's Kyoto commitments. State and local government responses to climate change are also investigated. In the light of the article's analysis, it seems likely that domestic and international lobbies will be increasingly vociferous in their demands that Australia ratify the Kyoto Protocol.This article examines Australia's refusal to ratify the Kyoto Protocol and the domestic opposition to this stance.
