There is a growing concern in the urban transport field about the development of a data set of indicators that would allow to undertake ongoing monitoring and evaluation of current transportation policies, compare data from territories facing the same kind of challenges, identify good practices and strategies to be followed, and strengthen the information, participation and decision-making process. These data set of indicators, known as observatories, are aimed to fulfil stakeholders needs, so that they achieve the precise knowledge to adopt pertinent policies. The Spanish Metropolitan Mobility Observatory, sponsored by the Spanish Ministry of Environment, was launched in 2003 by the Metropolitan Transport Authorities of the major metropolitan areas in Spain, and TRANSyT. Its scope is to identify those elements within urban transport policy packages which have had a more significant impact on mobility (i.e. global transport demand, travel time, modal split,…), and on land use patterns. And its main goal is to serve as basis for Metropolitan Transport Authorities to improve operation of their public transport system, and thus increasing their contribution to sustainable mobility. For itsFor its second edition, based on the year 2003, a set of data from the different Metropolitan Transport Authorities has been collected, in order to:  Highlight public transport contribution to improve urban areas and sustainable development - Describe the role of Metropolitan Transport Authorities in achieving an attractive and quality public transport - Monitoring transport supply and demand characteristics, focusing on public transport - Analyse resources dedicated to the public transport system - Describe the financial models used for the public transport system - Highlight the main initiatives and innovations developed by Metropolitan areas This information will be compared to that one from the previous edition, and a statistical analysis will be conducted in order to identify those variables, which are likely to explainresults in most cities.

There might be various aims for the vertical separation in railways such as the one instituted by the European Commission. One aim might be to improve efficiency, another one might be to introduce competition, as a mean, precisely to improve efficiency. Vertical separation creates, by itself, some disputes between the Infrastructure manager and the so called railways undertakings. So a dispute resolution system is necessary. First, this dispute resolution system is costly and thus might offset the efficiency benefits associated to the introduction of vertical separation. Second, this dispute resolution system can create a kind of collusive agreement where there is a quasi vertical re integration which does not favor competition. The paper is organized as follows : First the various kinds of disputes are analyzed. They are presented according to the following categories : - access to the track - slots allocation ; - timetable establishment ; - adjustments to the initial timetable ; - train circulation - delays - maintenance and renewal works - safety - estate - real estate sharing; - network minor changes - new lines Secondly, the methods by which those difficulties are dealt with are presented for two countries : UK and France. The British dispute resolution system relies heavily on cooperation and contracts within the railway industry whereas the French system is more hierarchy oriented, thus generating less conflicts but which are, maybe, more difficult to solve. But we can wonder whether the present British system, together with the Network Rail status doesn’t lead to a more integrated railway industry trough long term co-operation. Conversely, the difficulties that the French railway industry is presently experiencing might lead to define a dispute resolution system more able to favor some forms of competition

This paper presents an analysis of inter-modal competition in Brazil by making use of a reduced-form model of coach operators’ pricing decisions in the interstate travel market. Interstate travel service is heavily provided by coaches, and the system is fully operated by the private sector under public delegation, through permits and authorizations. Agencybased regulation was introduced in 2002 and this new regulatory framework may stimulate competition in the market; particularly relevant in the new institutional design is the price cap regime that aims at enhancing the flexibility to change fares in response to demand and cost conditions. By analysing pricing decisions of coach operators in some cities within the country, we studied the sensitivity of coach fares to cost components and to air travel fares and therefore investigated whether there is competition with airlines after the regulatory reform. Inter-modal interaction among coach operators and airlines is found to be significant and probably due to the competition for a small set of premium, qualitysensitive, coach passengers.

An important component in the deregulation of the public sector in the European Union is public procurement of services and products. This paper studies the bidding behavior of firms participating in public tenders of passenger railway services in Sweden. At a later stage in this research, the intention is to broaden the analysis to include the similar markets of Great Britain and Germany. A general assumption in the paper is that firms sometimes place very low bids and sometimes very high bids in tenders. In a theoretical part of the paper we discuss both these forms of strategic pricing, linked to a discussion on continuous and discontinuous economies of scale regarding costs of production. Detailed data on bids and bidders in Swedish tenders of railway services are then analyzed. About 30 tenders taking place between 1992 and 2003 are included, checking for cases of very low and high bids and other types of deviation within the data material. Among the early results, based upon this rather limited data set, we find that big firms like SJ and Connex tend to place either the lowest or the highest bid when participating in tenders. Connex’ bids generally deviate more from the average bid level than the bids from other firms. More data from Sweden and other countries is needed to make further analyses and hypothesis testing applicable. The scarcity of data is in itself an interesting result of the study, since it is caused by efforts of the procuring authorities to protect the “secrets” of the bidders. We argue that this is against the competition policy of the European Union and may harm the tendering process and industry development.

The proliferation of passengers’ informal means of transportation has become a nationwide problem, independent of the size, socioeconomic characteristics or geographical location of cities. Giving in to strong pressures, most cities that previously had some kind of informal means of transportation, started to regulate and legalize that type of activity, which has been run by individual owners organized into cooperatives. Generally speaking, the informal transportation services have high popular acceptance, however, the competition with bus operating companies and conflicts with governmental authorities make these transportation operators seek higher sustainability to the services they offer. Thus, this study sought a methodology for creating an administrative model, in which the urban transport cooperatives may consolidate themselves, seek larger control and performance on the quality of the services rendered to users, in addition to maintaining a satisfactory economical-financial balance for the cooperated operators and thus, improve their image towards the managing agency.

The public collective transportation of the city of Bogotá is facing a new reality, caused by a significant advance in the urban development, as well as, making progress of the mobility which expressed by the implementation of in a new system of massive transport for the city called TRANSMILENIO. In response to the challenge that this new urban dynamics has generated, the entrepreneurs of the collective transport of the city of Bogotá have made them aware of the urgent need to modernize their sector, in order to, succeed in being competitive within the new concept of public transport. This complex process of modernization of the collective transport has raised the need to create new paradigms of business management which include the construction of strategic alliances of small and medium entrepreneurs of the collective transportation of the city. This process has relied on the participation of the academy, local authorities and the support of programs that Inter American Development Bank has been implementing in the area of managerial partnership. The article on consideration shows the process of modernization that is given inside the collective companies of transports in the city of Bogotá, taking as a main referring the experience of “ Alliance Tránsfer” which considers the construction of new paradigms of business management, quality of the service, social managerial responsibility and the construction of citizenship. The principles on which the “Alliance Tránsfer” is getting built are based on a new conception of the urban collective public transport of passengers. “ALIANZA TRANSFER” not only includes the implementation of high standards of planning, operation, management, and quality in the service, but also the commitment in rebuilding values and the managerial social responsibility. At the same time, “Alliance Tránsfer” attempts to contribute trough the development of the collective public service of transport in the process of the social inclusion using it as a tool to fortify processes of construction and formation of the civilian population. Finally, “Alliance Tránsfer” seeks to agglutinate entrepreneurs through the sum of synergies of the transporters of the collective public sector to constitute themselves in to authentic agents of the social and economic development.

<summary type="text">Performance Of The High Speed Rail In Spain In The Context Of The New Regulation Framework. Evidence From The Madrid-Seville Hsr Corridor

The ambitious planned development of the high-speed rail (HSR) network in Spain requires the implementation of new sector regulations to fully achieve its objectives, namely to make the sector more competitive and to promote a more balanced and efficient transport system. For this purpose, the Spanish administration recently launched the new Rail Sector Act (39/2003), on a national regulatory framework. The planned liberalisation process foresees the end of the monopoly of the Spanish state operator RENFE, opening up passenger transport to new rail operators by 2010. On a European level, this new regulatory framework comes in line with EU’s concerns both on transport service performance and on infrastructure development. On the one hand, European regulations have focused in measures to guarantee quality of service, equal access and effective competition market rules. On the other, the relevance of the development of HSR projects in the Iberian peninsula is proved with their inclusion among the priority projects of the trans-European networks (TEN).

Changes to the ownership and regulatory regimes in developed countries have been well explored by many authors, but a hitherto less studied aspect is the need for change in the developing world. This paper reviews one co-author’s recent experience in two countries – Barbados and Sri Lanka. The empirical evidence identifies a range of characteristics with a number of key themes emerging. Significant amongst these are the roles of politicians in tacitly accepting unsustainable positions, combined with an inability of bus company managers to bring their influence to bear. The positions in those two countries are compared with the outcomes in the British market, and observations made with regard to the degree that expatriate expertise (and possibly personnel) would be able to make an impact. It is concluded that, although such expertise may help in the short term, the key issue is one of politicians and managers having the will to confront the problems which face them. A transfer to private sector ownership may facilitate this.

This paper investigates the impact of ownership structure and contractual choices on technical efficiency in the French urban public transport sector. The central proposition, which relies on classical contract theory arguments, is indeed that ownership regime and contractual practices are key determinants of performances. To test this proposition, we use an original panel data set covering 135 different French urban transport networks over the period 1995-2002 and we apply a stochastic frontier methodology. The econometric results corroborate our proposition: the technical efficiency of urban public transport operators depends on the ownership regime as well as on the type of contract that governs their transactions

The validity period of contracts regulating production of public transport in Scandinavia varies greatly, from one-year agreements to ten years plus options. For contracts of a certain duration there will – in most cases, at one time or another – occur a need to deviate from the original agreed-upon production contract. Many circumstances may cause a need for change in a contract to occur, for example budget changes, changes in political priorities or demographical issues causing traffic streams to change more or less permanently. The key question in this paper is as follows: How is the need for change in a signed contract for production of public transport services handled, in contracts entered into as a result of competitive tenders? Further; 1. What are the most common guidelines for contract amendments in public transport production? 2. What is common practice when a need for a contract amendment rises? 3. What are the usual results of negotiations concerning contract amendments in public transport? In order to answer these questions, we have examined competitive tendering contracts and the handling of contract amendments in 8 Scandinavian cases.

In our previous work, we analyzed the performance level reached by a certain public transportation bus company, nominated Company (A), operating in the city of Campos dos Goytacazes, Rio de Janeiro State, Brazil. That study was undertaken because in the last years Brazilian public bus transportation companies have lost revenue due to their lack of quality services and focus on customer satisfaction. As an immediate consequence of this fact, low customer satisfaction has led to client loss to competition. Based on customer opinion, we will now analyze the quality level reached by other public transportation bus companies operating in Campos. Again, a research opinion questionnaire will be used to collect data for this analysis, with customer selected randomly. Using the same questionnaire for these other bus companies that was previously used for Company A, we compare the results between Company (A) and the other group. Applying an equation that would define weight for each one of the analyzed items (attributes), a number was calculated representing a quality level based on customer satisfaction. The results show that Company A, as well as the other companies, need to urgently better their level of services. The quality level was bed for all of them, showing a great dissatisfaction among the public transportation users in the city of Campos.

The market of interurban mobility to rural areas is one of the most challenging for Public Transport (PT). In Portugal it has been quite difficult for Public Transportation to establish itself in this market as an effective alternative to the use of private cars. Two of the main reasons for this are the low accessibility of long distance railway services and urban sprawl in many Portuguese regions. Integration facilitates the use of several services of the transport chain and facilitates a more efficient resource allocation on the supply side of the system. By making local distribution possible in connection with long distance services, even in low demand areas, integration may foster a higher patronage of PT and its competitiveness compared to private car. This paper presents the study of five short-range road transport services in connection to the railway network in the Médio Tejo region, including the key elements that are to be considered on their design. The research identified the possible interested agents and made an account of their related costs and benefits. The conclusion is that these services can be commercially interesting and may bring considerable increase in the market share of PT. The apparition of Low Cost air Carriers (LCC) in Europe over the last decade has been a direct effect of the liberalisation of European Skies. However, its rapid growth wasn’t anticipated for most of the traditional European transport operators. Although traditional air carriers (or Full Cost Airlines, FCC) have been seen as the main receptors of the impact of this change, the expansion of LCC from their traditional market in and from the United Kingdom and Ireland to the continental Europe threats the rail marketshare in high speed services. High speed rail in Europe has proved to be a powerful competitor against the plane for travel times up to 3 and a half hour (i. e. distances up to 750 km). One of the main weapons of high speed rail against the air competitors has been the fares policy which was much lower than the average air rates. This situation has been changed by the LCC offering average fares even lower than the rail ones. One clear example of this new situation is the Paris – Köln relation, served by Thalys high-speed rail services and the LCC “Germanwings” offering better times and lower fares. This paper analyses this concurrence scenario, at present and in the future. A Logit model for the modal air/rail distribution has been calibrated showing the capacity of LCC to compete with high speed rail just with a Low-fare policy. It also shows the variable elasticity of average travellers on the fare rate depending on travel time. The need of high speed rail to act in order to keep its marketshare is showed together with the inevitable impact of the LCC in its market. Also it is showed its capacity to compete in fares, offering lower fares with high restrictions (as LCC do), and in time, offering best door-todoor times and a far more “quality” travel time. These may be its more effective countermeasures in order to not only maintain but increase its marketshare offering a competitive and sustainable alternative to air transport.

Motorised mobility has increased in a significant way in last years in European cities, and this has brought too much congestion in urban areas, which has deteriorated city centres’ liveable conditions. For that reason, there is a need of effective and flexible transport systems in order to improve this situation in favour of public transport. The investment on design and innovation of competitive public transport is necessary in order to improve its modal share. Nevertheless, there exists other aspects, also very important, which make public transport more attractive. In the last years, many cities have implemented rail urban projects (tram, metros and light rail systems) as they have been considered the optimal option to foster public transport patronage and also for getting a sustainable mobility for the growing urban population. These kind of projects provide fast, regular, safe and comfortable services with medium-high capacity. At the same time, they provide a modern image of the city. Those characteristics are essential for a competitive public transport in contemporary cities, although they require large investments for its construction. This paper will present a comparison between different rail urban projects running in European cities since, at least, ten years ago. There will be described how they have increased modal share of public transport in different cities contexts..
