    <summary type="text">Title: Metropolitan Mobility In Spain Are We Tending Towards Sustainability?

Abstract: There is a growing concern in the urban transport field about the development of a data set of&#xD;
indicators that would allow to undertake ongoing monitoring and evaluation of current&#xD;
transportation policies, compare data from territories facing the same kind of challenges,&#xD;
identify good practices and strategies to be followed, and strengthen the information,&#xD;
participation and decision-making process. These data set of indicators, known as&#xD;
observatories, are aimed to fulfil stakeholders needs, so that they achieve the precise&#xD;
knowledge to adopt pertinent policies.&#xD;
The Spanish Metropolitan Mobility Observatory, sponsored by the Spanish Ministry of&#xD;
Environment, was launched in 2003 by the Metropolitan Transport Authorities of the major&#xD;
metropolitan areas in Spain, and TRANSyT. Its scope is to identify those elements within&#xD;
urban transport policy packages which have had a more significant impact on mobility (i.e.&#xD;
global transport demand, travel time, modal split,…), and on land use patterns. And its main&#xD;
goal is to serve as basis for Metropolitan Transport Authorities to improve operation of their&#xD;
public transport system, and thus increasing their contribution to sustainable mobility.&#xD;
For itsFor its second edition, based on the year 2003, a set of data from the different Metropolitan&#xD;
Transport Authorities has been collected, in order to:&#xD;
 Highlight public transport contribution to improve urban areas and sustainable&#xD;
development&#xD;
- Describe the role of Metropolitan Transport Authorities in achieving an attractive and&#xD;
quality public transport&#xD;
- Monitoring transport supply and demand characteristics, focusing on public transport&#xD;
- Analyse resources dedicated to the public transport system&#xD;
- Describe the financial models used for the public transport system&#xD;
- Highlight the main initiatives and innovations developed by Metropolitan areas&#xD;
This information will be compared to that one from the previous edition, and a statistical&#xD;
analysis will be conducted in order to identify those variables, which are likely to explainresults in most cities.

Abstract: The proliferation of passengers’ informal means of transportation has become a nationwide&#xD;
problem, independent of the size, socioeconomic characteristics or geographical location of&#xD;
cities. Giving in to strong pressures, most cities that previously had some kind of informal means&#xD;
of transportation, started to regulate and legalize that type of activity, which has been run by&#xD;
individual owners organized into cooperatives. Generally speaking, the informal transportation&#xD;
services have high popular acceptance, however, the competition with bus operating companies&#xD;
and conflicts with governmental authorities make these transportation operators seek higher&#xD;
sustainability to the services they offer. Thus, this study sought a methodology for creating an&#xD;
administrative model, in which the urban transport cooperatives may consolidate themselves,&#xD;
seek larger control and performance on the quality of the services rendered to users, in addition to&#xD;
maintaining a satisfactory economical-financial balance for the cooperated operators and thus,&#xD;
improve their image towards the managing agency.

    <summary type="text">Title: Vertical Separation, Disputes Resolution And Competition In Railway Industry

Abstract: There might be various aims for the vertical separation in railways such as the one instituted&#xD;
by the European Commission. One aim might be to improve efficiency, another one might be&#xD;
to introduce competition, as a mean, precisely to improve efficiency. Vertical separation&#xD;
creates, by itself, some disputes between the Infrastructure manager and the so called railways&#xD;
undertakings. So a dispute resolution system is necessary. First, this dispute resolution system&#xD;
is costly and thus might offset the efficiency benefits associated to the introduction of vertical&#xD;
separation. Second, this dispute resolution system can create a kind of collusive agreement&#xD;
where there is a quasi vertical re integration which does not favor competition. The paper is&#xD;
organized as follows : First the various kinds of disputes are analyzed. They are presented&#xD;
according to the following categories : - access to the track - slots allocation ; - timetable&#xD;
establishment ; - adjustments to the initial timetable ; - train circulation - delays - maintenance&#xD;
and renewal works - safety - estate - real estate sharing; - network minor changes - new lines&#xD;
Secondly, the methods by which those difficulties are dealt with are presented for two&#xD;
countries : UK and France. The British dispute resolution system relies heavily on cooperation&#xD;
and contracts within the railway industry whereas the French system is more&#xD;
hierarchy oriented, thus generating less conflicts but which are, maybe, more difficult to&#xD;
solve. But we can wonder whether the present British system, together with the Network Rail status doesn’t lead to a more integrated railway industry trough long term co-operation.&#xD;
Conversely, the difficulties that the French railway industry is presently experiencing might&#xD;
lead to define a dispute resolution system more able to favor some forms of competition

Abstract: This paper presents an analysis of inter-modal competition in Brazil by making use of a&#xD;
reduced-form model of coach operators’ pricing decisions in the interstate travel market.&#xD;
Interstate travel service is heavily provided by coaches, and the system is fully operated by&#xD;
the private sector under public delegation, through permits and authorizations. Agencybased&#xD;
regulation was introduced in 2002 and this new regulatory framework may stimulate&#xD;
competition in the market; particularly relevant in the new institutional design is the price&#xD;
cap regime that aims at enhancing the flexibility to change fares in response to demand and&#xD;
cost conditions. By analysing pricing decisions of coach operators in some cities within the&#xD;
country, we studied the sensitivity of coach fares to cost components and to air travel fares&#xD;
and therefore investigated whether there is competition with airlines after the regulatory&#xD;
reform. Inter-modal interaction among coach operators and airlines is found to be&#xD;
significant and probably due to the competition for a small set of premium, qualitysensitive,&#xD;
coach passengers.

Abstract: An important component in the deregulation of the public sector in the European Union is public&#xD;
procurement of services and products. This paper studies the bidding behavior of firms participating in&#xD;
public tenders of passenger railway services in Sweden. At a later stage in this research, the intention&#xD;
is to broaden the analysis to include the similar markets of Great Britain and Germany. A general&#xD;
assumption in the paper is that firms sometimes place very low bids and sometimes very high bids in&#xD;
tenders. In a theoretical part of the paper we discuss both these forms of strategic pricing, linked to a&#xD;
discussion on continuous and discontinuous economies of scale regarding costs of production.&#xD;
Detailed data on bids and bidders in Swedish tenders of railway services are then analyzed. About 30&#xD;
tenders taking place between 1992 and 2003 are included, checking for cases of very low and high&#xD;
bids and other types of deviation within the data material. Among the early results, based upon this&#xD;
rather limited data set, we find that big firms like SJ and Connex tend to place either the lowest or the&#xD;
highest bid when participating in tenders. Connex’ bids generally deviate more from the average bid&#xD;
level than the bids from other firms. More data from Sweden and other countries is needed to make&#xD;
further analyses and hypothesis testing applicable. The scarcity of data is in itself an interesting result&#xD;
of the study, since it is caused by efforts of the procuring authorities to protect the “secrets” of the&#xD;
bidders. We argue that this is against the competition policy of the European Union and may harm the&#xD;
tendering process and industry development.

Abstract: The public collective transportation of the city of Bogotá is facing a new reality, caused by a&#xD;
significant advance in the urban development, as well as, making progress of the mobility&#xD;
which expressed by the implementation of in a new system of massive transport for the city&#xD;
called TRANSMILENIO.&#xD;
In response to the challenge that this new urban dynamics has generated, the entrepreneurs of&#xD;
the collective transport of the city of Bogotá have made them aware of the urgent need to&#xD;
modernize their sector, in order to, succeed in being competitive within the new concept of&#xD;
public transport.&#xD;
This complex process of modernization of the collective transport has raised the need to&#xD;
create new paradigms of business management which include the construction of strategic&#xD;
alliances of small and medium entrepreneurs of the collective transportation of the city. This&#xD;
process has relied on the participation of the academy, local authorities and the support of&#xD;
programs that Inter American Development Bank has been implementing in the area of&#xD;
managerial partnership.&#xD;
The article on consideration shows the process of modernization that is given inside the&#xD;
collective companies of transports in the city of Bogotá, taking as a main referring the&#xD;
experience of “ Alliance Tránsfer” which considers the construction of new paradigms of business management, quality of the service, social managerial responsibility and the&#xD;
construction of citizenship.&#xD;
The principles on which the “Alliance Tránsfer” is getting built are based on a new&#xD;
conception of the urban collective public transport of passengers. “ALIANZA TRANSFER”&#xD;
not only includes the implementation of high standards of planning, operation, management,&#xD;
and quality in the service, but also the commitment in rebuilding values and the managerial&#xD;
social responsibility.&#xD;
At the same time, “Alliance Tránsfer” attempts to contribute trough the development of the&#xD;
collective public service of transport in the process of the social inclusion using it as a tool to&#xD;
fortify processes of construction and formation of the civilian population.&#xD;
Finally, “Alliance Tránsfer” seeks to agglutinate entrepreneurs through the sum of synergies&#xD;
of the transporters of the collective public sector to constitute themselves in to authentic&#xD;
agents of the social and economic development.

Abstract: The ambitious planned development of the high-speed rail (HSR) network in Spain requires&#xD;
the implementation of new sector regulations to fully achieve its objectives, namely to make&#xD;
the sector more competitive and to promote a more balanced and efficient transport system.&#xD;
For this purpose, the Spanish administration recently launched the new Rail Sector Act&#xD;
(39/2003), on a national regulatory framework. The planned liberalisation process foresees&#xD;
the end of the monopoly of the Spanish state operator RENFE, opening up passenger&#xD;
transport to new rail operators by 2010.&#xD;
On a European level, this new regulatory framework comes in line with EU’s concerns both&#xD;
on transport service performance and on infrastructure development. On the one hand,&#xD;
European regulations have focused in measures to guarantee quality of service, equal access&#xD;
and effective competition market rules. On the other, the relevance of the development of&#xD;
HSR projects in the Iberian peninsula is proved with their inclusion among the priority&#xD;
projects of the trans-European networks (TEN).

    <summary type="text">Title: The Need For Regulatory And Ownership Change In The RoadPassenger Sector – The Cases Of Barbados And Sri Lanka

Abstract: Changes to the ownership and regulatory regimes in developed countries have been&#xD;
well explored by many authors, but a hitherto less studied aspect is the need for&#xD;
change in the developing world. This paper reviews one co-author’s recent&#xD;
experience in two countries – Barbados and Sri Lanka. The empirical evidence&#xD;
identifies a range of characteristics with a number of key themes emerging.&#xD;
Significant amongst these are the roles of politicians in tacitly accepting unsustainable&#xD;
positions, combined with an inability of bus company managers to bring their&#xD;
influence to bear. The positions in those two countries are compared with the&#xD;
outcomes in the British market, and observations made with regard to the degree that&#xD;
expatriate expertise (and possibly personnel) would be able to make an impact. It is&#xD;
concluded that, although such expertise may help in the short term, the key issue is&#xD;
one of politicians and managers having the will to confront the problems which face&#xD;
them. A transfer to private sector ownership may facilitate this.

Abstract: In our previous work, we analyzed the performance level reached by a certain public&#xD;
transportation bus company, nominated Company (A), operating in the city of Campos dos&#xD;
Goytacazes, Rio de Janeiro State, Brazil. That study was undertaken because in the last years&#xD;
Brazilian public bus transportation companies have lost revenue due to their lack of quality&#xD;
services and focus on customer satisfaction. As an immediate consequence of this fact, low&#xD;
customer satisfaction has led to client loss to competition. Based on customer opinion, we will&#xD;
now analyze the quality level reached by other public transportation bus companies operating&#xD;
in Campos. Again, a research opinion questionnaire will be used to collect data for this&#xD;
analysis, with customer selected randomly. Using the same questionnaire for these other bus&#xD;
companies that was previously used for Company A, we compare the results between&#xD;
Company (A) and the other group. Applying an equation that would define weight for each&#xD;
one of the analyzed items (attributes), a number was calculated representing a quality level&#xD;
based on customer satisfaction. The results show that Company A, as well as the other&#xD;
companies, need to urgently better their level of services. The quality level was bed for all of&#xD;
them, showing a great dissatisfaction among the public transportation users in the city of Campos.

Abstract: The validity period of contracts regulating production of public transport in&#xD;
Scandinavia varies greatly, from one-year agreements to ten years plus options.&#xD;
For contracts of a certain duration there will – in most cases, at one time or&#xD;
another – occur a need to deviate from the original agreed-upon production&#xD;
contract. Many circumstances may cause a need for change in a contract to occur,&#xD;
for example budget changes, changes in political priorities or demographical&#xD;
issues causing traffic streams to change more or less permanently.&#xD;
The key question in this paper is as follows:&#xD;
How is the need for change in a signed contract for production of public transport&#xD;
services handled, in contracts entered into as a result of competitive tenders?&#xD;
Further;&#xD;
1. What are the most common guidelines for contract amendments in public&#xD;
transport production?&#xD;
2. What is common practice when a need for a contract amendment rises?&#xD;
3. What are the usual results of negotiations concerning contract amendments&#xD;
in public transport?&#xD;
In order to answer these questions, we have examined competitive tendering&#xD;
contracts and the handling of contract amendments in 8 Scandinavian cases.

Abstract: This paper investigates the impact of ownership structure and contractual&#xD;
choices on technical efficiency in the French urban public transport&#xD;
sector. The central proposition, which relies on classical contract theory&#xD;
arguments, is indeed that ownership regime and contractual practices are&#xD;
key determinants of performances.&#xD;
To test this proposition, we use an original panel data set covering 135&#xD;
different French urban transport networks over the period 1995-2002 and&#xD;
we apply a stochastic frontier methodology.&#xD;
The econometric results corroborate our proposition: the technical&#xD;
efficiency of urban public transport operators depends on the ownership&#xD;
regime as well as on the type of contract that governs their transactions

Abstract: The apparition of Low Cost air Carriers (LCC) in Europe over the last decade has been a&#xD;
direct effect of the liberalisation of European Skies. However, its rapid growth wasn’t&#xD;
anticipated for most of the traditional European transport operators.&#xD;
Although traditional air carriers (or Full Cost Airlines, FCC) have been seen as the main&#xD;
receptors of the impact of this change, the expansion of LCC from their traditional market in&#xD;
and from the United Kingdom and Ireland to the continental Europe threats the rail&#xD;
marketshare in high speed services.&#xD;
High speed rail in Europe has proved to be a powerful competitor against the plane for travel&#xD;
times up to 3 and a half hour (i. e. distances up to 750 km). One of the main weapons of high&#xD;
speed rail against the air competitors has been the fares policy which was much lower than the&#xD;
average air rates. This situation has been changed by the LCC offering average fares even&#xD;
lower than the rail ones. One clear example of this new situation is the Paris – Köln relation,&#xD;
served by Thalys high-speed rail services and the LCC “Germanwings” offering better times&#xD;
and lower fares.&#xD;
This paper analyses this concurrence scenario, at present and in the future. A Logit model for&#xD;
the modal air/rail distribution has been calibrated showing the capacity of LCC to compete&#xD;
with high speed rail just with a Low-fare policy. It also shows the variable elasticity of&#xD;
average travellers on the fare rate depending on travel time.&#xD;
The need of high speed rail to act in order to keep its marketshare is showed together with the&#xD;
inevitable impact of the LCC in its market. Also it is showed its capacity to compete in fares,&#xD;
offering lower fares with high restrictions (as LCC do), and in time, offering best door-todoor&#xD;
times and a far more “quality” travel time. These may be its more effective countermeasures&#xD;
in order to not only maintain but increase its marketshare offering a competitive and&#xD;
sustainable alternative to air transport.

Abstract: The market of interurban mobility to rural areas is one of the most challenging for Public&#xD;
Transport (PT). In Portugal it has been quite difficult for Public Transportation to establish&#xD;
itself in this market as an effective alternative to the use of private cars. Two of the main&#xD;
reasons for this are the low accessibility of long distance railway services and urban sprawl in&#xD;
many Portuguese regions.&#xD;
Integration facilitates the use of several services of the transport chain and facilitates a more&#xD;
efficient resource allocation on the supply side of the system. By making local distribution&#xD;
possible in connection with long distance services, even in low demand areas, integration may&#xD;
foster a higher patronage of PT and its competitiveness compared to private car.&#xD;
This paper presents the study of five short-range road transport services in connection to the&#xD;
railway network in the Médio Tejo region, including the key elements that are to be&#xD;
considered on their design. The research identified the possible interested agents and made an&#xD;
account of their related costs and benefits. The conclusion is that these services can be&#xD;
commercially interesting and may bring considerable increase in the market share of PT.&#xD;

Abstract: Motorised mobility has increased in a significant way in last years in European cities, and this&#xD;
has brought too much congestion in urban areas, which has deteriorated city centres’ liveable&#xD;
conditions. For that reason, there is a need of effective and flexible transport systems in order&#xD;
to improve this situation in favour of public transport.&#xD;
The investment on design and innovation of competitive public transport is necessary in order&#xD;
to improve its modal share. Nevertheless, there exists other aspects, also very important,&#xD;
which make public transport more attractive. In the last years, many cities have implemented&#xD;
rail urban projects (tram, metros and light rail systems) as they have been considered the&#xD;
optimal option to foster public transport patronage and also for getting a sustainable mobility&#xD;
for the growing urban population.&#xD;
These kind of projects provide fast, regular, safe and comfortable services with medium-high&#xD;
capacity. At the same time, they provide a modern image of the city. Those characteristics are&#xD;
essential for a competitive public transport in contemporary cities, although they require large&#xD;
investments for its construction.&#xD;
This paper will present a comparison between different rail urban projects running in&#xD;
European cities since, at least, ten years ago. There will be described how they have increased&#xD;
modal share of public transport in different cities contexts..</summary>
